Postpaid bill amount deducted but not paid to vodafone

Transaction was done on 29-11. Amount was deducted from my credit card account and after 20 days i received call from Vodafone that bill has not been paid. I checked there was no payment made to Vodafone. Then i checked my credit card statement for deductions and refunds. There was a deduction of same amount and i have not received any refunds (if there has been a case of unsuccessful recharge). Can you please explain why the payment has not been made? and if not made why my money was not refunded?
