Denying payment for modem

When I bought the modem I was told that when I will return that I will be paid upto 50% of the money, which I gave during the time of buying. But now the people of TATA PHOTON outlets are saying that the service has stopped. No money will be refunded to me, though I bought when the service for returning money was given. MY TATA PHOTON no is-9230203576. Please help me.
