Airtel Broadband- Not refunding Rs 4000 Deposit amount since 9 months

I had taken the Airtel broadband in Nov Bangalore by paying Rs 4000 as deposit amount and the same was debited from my brother's ICICI account on 06th Nov with transaction ref number as SB9385407.
Later I requested to close the air Airtel broadband connection in June as i had to move to Pune and the airtel customer service person came and collected the modem. That time the person said the amount of Rs 4000 will be given back to you by cheque.
I requested to change the communication address and mobile number in their account in July start by providing Pune's address proof.
Later I requested for the refund of Rs 4000 as the account was already closed and I had moved to Pune.
• It has been more than 9 months now that I am contacting Airtel cust care continuously. They are just creating service request numbers (Which they take min 15 days to reply AFTER LOTS OF FOLLOWUP) and regretting inconvenience!
• Initially they were not able to find the payment of Rs 4000 made in Nov in spite of providing with bank reference and transaction reference/cheque numbers etc. All those screenshots were provided to them.
• On top of that in spite of repetitive request to close the account in June, they kept on sending bills (I had already returned modem in June end and shifted to Pune). Ridiculous to see such a customer service that sends bills after account closure. And after 6 months follow-up with them, they generated some bill with outstanding amount on me!
• Later in Dec they realized that the Bill was generated wrongly and there was Refund amount of Rs 4000 to be given to me.
Now the real agony started
• The Appellate.southabts officers communicated that they have sent the Cheque of Rs 4000 in Dec and will reach me in 2-3 weeks by Overnite Courier. I have not heard of any courier company which delivers documents in 3 weeks.
• INSPITE OF WAITING FOR A MONTH TILL JAN I DIDN’T RECEIVE THE CHEQUE. I HAD TO AGAIN FOLLOW-UP WITH THEM. THE TRACKING NUMBER PROVIDED BY AIRTEL WAS NOT TRACKED BY OVERNITE COURIER’S WEBSITE.
• They Re-registered complaints many times after that and communicated cheque has been dispatched (Which I still didn’t receive). I think someone is walking from Bangalore to Pune to give the cheque.
• On one instance I was communicated that the cheque was returned back from my door as I was not available at home. The fact is that my family is always available at home and if at all the person came, why the courier guy didn’t call me or put a note on my door?
• THIS CLEARLY IMPLIES THAT THERE WAS NO CHEQUE DISPATCHED FROM AIRTEL AND THEY ARE JUST TRYING TO FOOL AROUND
• NO ONE TOOK THE EFFORT TO CALL ME UP INSPITE OF REPEATATIVE EMAILS SENT ASKING TO CALL ME UP ON MY NUMBER
• I HAVE ALSO WRITTEN TO THEIR ESCALLATION MATRIX "nodal.southabts@airtel.in", “appellate.southabts@in.airtel.com” THAT ALSO IS OF NO USE.
• This is worst customer service I have ever experienced
IF THIS DEPLAY WOULD HAVE BEEN FROM CUSTOMER’S END, THEY WOULD HAVE CHARGED THE LATE PAYMENT FEES. NOW I NEED TO UNDERSTAND HOW MUCH INTEREST SHOULD I CHARGE THEM FOR KEEPING MY MONEY THIS LONG???
I HAVE ALL THE EMAIL COMMUNICATIONS DONE WITH THEM FROM JUNE TILL NOW.
Can these officers wake up now after 9 months of customer service (??) and REFUND my amount back ASAP?
