Not disconnected line and changed the plan

I am Ram manohar Jaiswal and this connection is in my name. The no. is 080-42173406, its an internet broadband connection.

I requested to disconnect this no. in the month of june but it is not disconected.i told customer care that i am using now data card and he told me some plan with lesser value but i said to disconnect and he said it will be disconnected but he has changed my plan to lesser value.if the customer care records voice then that is the proof we can hear the conversation i did with the customer care person, hence bill is still coming and calls are coming. i have used value of around Rs around 799 plus tax that i am ready to pay but not more.
