Airtel not providing a Broadband Connection

Hi,
I have recently shifted from Bangalore to Delhi. In Delhi i am staying at Pratap Nagar, Mayur Vihar Phase 1. Few days before i contacted the nearby Airtel Shop to apply for an Airtel Broadband home connection. I even contacted the TSM of the area. They say that there is no DBA box in my lane and the DBA boxes in the nearby lanes are full.
I humbly requested them to install a new DBA. The TSM of the area even says to have raised a request for the same. But on contacting him again and again finally i was told that a new DBA box cant be installed for a single user.
The DBA boxes in the near by lanes are full which clearly explains the demad of the connection in the area. Since there is no DBA box in my lane, every time if some one approches for a connection he will be getting the same reply unless a DBA box is there in the lane. Is it that a new DBA box cant be installed unless there are 2-3 users. Is this a part of Airtel broadband policy. I was also told by the TSM that if i happen to collect some 2-3 more users willing to take a new connection then a new box can be installed; though i was ready to pay 3 or 6 month advance.
My first choice for a broadband connection was for a connection from Airtel. Since I am not getting it right now i can go for other service providers or MTNL. My intention for writing this email is one to notify the senior leaders and two to get insight into exactly how and when a new DBA box is installed.
Just for sharing a simlar incidence, i had an Airtel broadband connection in Bangalore too and same as the case in Delhi we didnt have a DBA box in Bangalore near my locality. But the Airtel team in Bangalore was nice enough to install a new box, for a single user at that time, on the roof of our house and provide a broadband connection within a day.
