Money not refunded after false promise of new connection

Sir,

i have applied for a new broadband connection on 16th march from airtel.the executive visited my home and took the formalities and the money and promised that the broadband will be activated within 3 days. after that he vanished.now when i called Airtel they say that services in our area is not possible because the port is not free here. i asked for the refund but till now i have not got my refund. and the concerned executive not picking the ph even. The executives name is Rupesh, no 09936798557. date of recieving money is 18/03. my application form number is 145040. im really fed up. Please help me.
