Giving the dial up speed in a broadband connection

The airtel broadband team has fixed the internet broadband connection at my place from last 5 days .the told me dat phone will be started within one hour, but the llandline phone provided by bharti airtel is still dead. AND MY COMPLAIN IS DAT, THEY R CHARGING ME FOR 128 KBPS SPEED AND THEY R PROVIDING ME THE SPEED OF 2KBPS OR 3KBPS.ITS JUST A CLEAR CHEATING.I WANT TO STOP THE CONNECTION AS EARLY AS POSSIBLE.PLZ HELP ME OUT..
