Lows downloading speed

The downloading speed being told in my plan was 512kb/sec upto 8 gb and 256kb/sec from thereafter... but since starting only i hav'nt received the transfer rates above 70 kb/sec... i have been complaining to customer care since past 2 weeks and regularly from past 5 days but no action has been taken yet although during each of my complaint enquiries i have promised that the the problem will be solved within a day..
