Force to change current plan

I have use airtel broadband service at 128 kbps unlimited speed in last 1 year, but now airtel reduce my speed 128 kbps (avg 50 kb/s) download speed to 8 kb/ps download speed, reveral time i call for customar care but they are not respose please register my complant and please solve.also some executive call me and force to change my plan 606 rs per month to 799 rs per month for better speed .please solve my problem
