Overcharging due to non conversion of tariff plan

Airtel has become a brand to big to have time to deal with customer complains...
I had raised a request in around August'09 to change my tariff plan to a lower plan from the high value 799 unlimited use plan, later they had sent a sms confirmation that my request has been closed, but they kept on billing with the old rate. following were numerous calls and mails to their customer care which bore no fruits. They dis-continued my service when i protested about the excess charge and they kept on calling to force me to pay additional amount.
