False Promise

I have bought an Airtel Micromax 200G data card on 10-03 for Rs. 1999. I was promised that it will give me a speed of 256Kbps. The best speed that I am getting is 21 Kbps (that too fluctuating constantly). I went to the shop (airtel outlet at Aditya Mall, indirapuram Ghaziabad) from where I purchased it to my dismay that shop owner was not at all ready to assist me and asked me to make a complaint to nodal officer.

Please help me get either my money back or the service promised.
