Speed so down

Sir i use my Airtel datacard by recharging it for Rs-450 on my desktop as well as on laptop. My Airtel speed is so down i.e 2Kbps or sometimes it is 900bytes and its speed booster dont works. I went for this complaint to Airtel Distributer as well as to Zonal office and called to Airtel coustmer care they said to replace the datacard from manufacture BEETEL thus i replaced it so but problem is still same. I purchased this Airtel pendrive 5months before and from starting this problem is With me.
