Air tel prepaid connection

Dear Sir

Day before yesterday I have taken new sim of Air Tel from M/S Addrika, Basudevpur, Talpukur, Haldia-721602, Purbamedinipur. WB. Ph: 9732523291/9832716419 & ask them to connect net. They ask me to recharge Rs 70 for Rs 35 for one day Net service & remain for talk value. They also recharge it for Rs 70. I have one chinese mobile. But I could not get any net & balance is also showing negative Rs 7. The shopkeeper also lodge a complaint no. 46066900 to Air Tel service & Air Tel assure to refund the amount. But nothing is happened. Where should I lodge my complaint
