Escalated bills for internet services, not ready to register the change in rate plans

In the month of Oct registered with Airtel to change the plan of internet to Rs.499/- from Rs.1299/- which was not done. Checked in Jan and noticed that was paying the same rate. Again registered through customer care to change plan to Rs.499/- to Rs.1299/- was not done. Instead in March they disconnected. Again they reconnected saying waiver for 3 months will be adjusted in the next month. Again they disconnected in April. Till date I have received several calls and mails saying waiver has been given and not given. Each time it has been changed in matter of minutes. All the complaint numbers, mails and verbal recordings are with me.

I am not sure anymore what to belive and Airtel has no credibility and each department has adifferent say.
