Hotmail email account hacked

Some body has hacked my hotmail email account and is sending spam mails to all the contact in my account and is demanding them money.

i have also reported regarding the same to Hotmail help but no action is taken, which is ridiculous. Kindly help me to over come this situation.

how should i report to cyber crime in india.
