Payout button not active

This ptc site by name 1centemails.com is not honest. The minimum payout for the free members is 10 USD. And the site says that as soon as the minimum payout is reached the payout button gets activated. But to my surprise even after surpassing the minimum payout limit, the payout button is not all active. From the contact button I tried to contact them nearly two times. The second time when I tried to contact I was showed up a message that I need not contact more than once. I actually reached the payout limit more than 10 days back, but still the button is not active. Kindly take necessary action against this site.
