Non-delivery and non-refund

I had placed an order on this website www.timtara.com for a mobile phone on 04/04 for Rs. 17, 099.00 vide order no. 10230464. After they didn't delivered the product for more than 20 days, I cancelled the order on 30/04. However, they have neither cancelled my order and nor are refunding me my money back.

Today is 25/05, but I am yet to get my refund.
