Inaction by police and local politicians

Recently I visited my native in Alibag, and found that people there are living under constant threat to their life during night. There are thieves who go to various villages and threaten and harm local people. As its the time where locals are busy doing rice planting during day and in night they don't sleep due to constant fear that thieves will come and harm then. Thieves are armed with swords and such items which really worries locals. Locals have complained to police stations but reply from police they get is simply unacceptable. Police reply is "do not harm thieves or kill, bring them to police station we will take action". This is simply not acceptable. What will police do when thieves actually kill local, will they arrest thieves? Even local politicians are keeping mum on the whole issue. This then force us to think that is that "are they being deployed by Reliance to threaten locals so that locals themselves can part with their land. Now that Reliance have got extension of another year to acquire land in Raigad SEZ, and thieves are attacking only Raigad SEZ area. And thieves are all well built. Can anyone out there help me in right direction to take action to restore peace in this area. Thanks... Hemant
