Non Delivery of Harry potter book 7 on the day of release!

I had pre ordered harry potter book 7 on indiaplaza.in and they had promised that it'll be delivered on the 21st of July in major metros (I hope Delhi is one of them). But I have not received the book till 9 pm. I guess this defies the whole purpose of pre ordering the book.
