How to apply voter ID card

Sir, I the above named individual permanently located at 399/1 (d), 3, Plot No 6, Shiv Samarth colony, Shahupuri, Satara since last three years. I have approached Talathi of concerned area for opening of my voter ID card, but he says that this a six monthly programme, thus could not attend me.

Sir, being service person I do not present on the stipulated period in which the applications submitted.

Can I apply through net for my voter id
