Not issuing my passport since one n half yea

Dear sir/madam,

i applied my passport on 29/10 file no p 038731 and the police enquiry has been done after a month.after 3-4 months i got a later from passport office that they have some query regarding my 10std marksheet so plz come with it to the office.i went to the office with the original document and done all the procedure what they said and i got ans that now i will be getting it in next 8 days but again after a week i got the same later which they send me before.i again done the same thing and this cycle is going on since more then a year.so plz do the needfull n help me out with this as now i want my passport for business purpose.
