Wrongful and excessive electricity bill charged

I have been paying regular bills. But last month i.e.(september) i got a bill of Rs15000, which is not possible as my average monthly bill comes to Rs.700.When enquired about this in the office they said by default the bill counted was from last year June (all the bills have been paid except the last 2 months). They agreed that it was a mistake on their part but they would look in to the matter only after being paid the full amount, which is not at all justified.
