Service Tax

This complaint is regarding Service Tax on Under Construction Flat.

On April I booked a flat and still its under construction. At the time of booking, the builder has not mentioned

about Service Tax Component. Few months back I received a communication

from the builder regarding Service Tax.

Now the builder ask me to pay 4.12 % of total cost as Service Tax.

I can't take the possession of the flat without paying the service Tax.

Do I need to pay service Tax?

Please Clarify?
