Payment deducted but not transfer to axis bank a/c

Dear sir

i am the coustmer of your pnb bank and my a/ no 06990015000520 on 7/09 ihave swap my atm card with axis bank card machine (machine no posp/26314569/292502/512652) show the declined but from my a/c 3000RS deducted and it did not transferd to there bank a/c.so plz solve my problem as fast.
