Attitude of staff of axis bank gangtok

Sir

My brother Sanjay Thapa who has a bank account in SBI Makha Sikkim Branch has withdraw Rs 20000 Twenty thousand from Axis bank Atm located at MG Marg Gangtok on 8th august. But due to the networking problem money was not withdrawn and transaction was declined..however when we checked the passbook the amount was deducted from the account.

Now when we asked the SBI Branch they said they that since it was taken out from axis ATM we need to claim from axis bank. When I went to axis bank Gangtok they send me back my appilication saying that since the account belongs to SBI and the ATm card also, so it was the responsiblity of SBI to deal with this.

We are so much harassed in this matter from both of the banks. What shall we do now and who will give us back our said amount?
