Not released my SD Card amount

Sir i m a travel agent of irctc and itzcash both.i have a complain against itz ASM and itz territory manager as i have given a application form to ASM ITZCASH that i was unable to continue my business for some reason.i have done renewal one time in the year july payment made against my security care bearing SL.NL. S000 0927 0204, deducted Rs.3500, now the DSC is expire, i dont want to continue the business.so released the rest amount to the security card for my personal use.bt this thing happend more than 3 months when i call to the territory manager or asm itz the cant received my call or nt given any responese.

so pls help me in this regard and released my rest amount.
