Complaint against Australian immigration Dept

I applied for Australian PR through Genesis Immigration, Chandigarh and all the formalities were done and all the necessary documents were attached along with my file. However rules for PR to Australia were changed and i was asked to submit more documents but i could not procure it. Therefore i told Australian immigration authorities that i am unble to get more documents therefore return my visa applicaiotn fee. But i was told that the rules are changed and they cannot refund my visa fee.

If the rules changed after my application what is my fault? I want my money to be returned.
