Demanding excess fare, on denial, followed me home

This is regarding an auto driver (auto reg no: KA 02 C 6323).

I took an auto from Mount Carmel College, Vasanthnagar upto Vignanagar (inside BEML gate). The auto driver demanded for Rs. 150, I said the meter comes only to Rs 127 and did not accept. He then said he will put the meter. I agreed and got into the auto.

Only on the Cambridge road, near Frank Anthony Public School did I realise that his meter was not working. I told him so. He then said, " You pay me how much ever the meter normally comes upto". I agreed and we continued. After reaching the destination, he demanded for Rs. 150, I gave him Rs 130 and said this was how much it normally come to. He said he did not want the money and started following me home.

I tried calling the police station and they are not helping. I don't know what to do.
