High Meter reading and Drunken, Misbehaviour of the Auto Wala

Dear Sir,
We civilians have been adjusting with the inorderly traffic and errant driving on the roads and ever since we are born and this has become part of life. But when do these things improve.
Today morning (whilst going for work) for a distance of 6.5 KMs the Auto meter was reading at Rs.72.60. I refused to pay the amount and offered to pay only Rs.55/- which also is on the higher side as a matter of fact. He started shouting and yelling creating a dirty scene on the road. Then I realised he appeared to be drunk. I just put the amount of Rs.55/- and left the place. I knew I was not wrong as, i regularly come by auto and the meter doesnt cross Rs.52/-. He was shouting all 'gaali' in Hindi/urdu. God alone understand tham, as I am not well versed in Hindi Gaalis.
Now, who is going to take care of these instances how long should we be hesitating to trust the mostly available and commutable public transport system. The governments are changing, people are changing, but the conditions remain the same and the basic daily routine of working class never happen to change and life is becoming totally insecure and bitter day by day. Why are the concerned authorities not doing or acting appropriately to deal with this kind of rogues. Their licences should be cancelled and the vehicles to be seized.
Why cant the Govt itself run their autos like RTC Buses or why cant the RTC improve its number of buses and increase their frequency based on the public demands and requirement.
The concerned Authority is requested to look into the issue and take action against the errant auto drivers.
