Tampered Auto Rickshaw Meter at Hyderabad

Those who are travelling in Autos in Hyderabad regularly can imagine how the auto drivers are cheating though the transport department claims that the digital meters are tamper proof.
I regularly travel from Kachiguda to Panjagutta central by Auto which costs me between Rs.50 to 55 as the distance is between 7 to 7.5 km. Today (16th July) I travelled by an auto with Regd no - AP13 W- 3358 and the distance came around 10.2 km and the fair Rs. 75/-. I made arguments but still had to pay the amount.
I asked an electronic mechanic about this... How this tampering is done. He said and I quote "Its very easy to do. An Integrated Circuit (IC) board in the auto that acted as a tampering machine. The IC board, placed inside the music system or somewhere convenient, is connected to the wire running from the digital meter, at a point under the auto-rickshaw. The IC board used is a waste TV board, electrically circuited by a radio mechanic. A small device is connected to the IC board, using which the driver can control the meter. According to Abbas, the device can be fitted anywhere the auto-driver likes and the cost of this entire contraption: only Rs 400."
Dear sir, ...if someone is listening to this complain... Please tell me where next I have to lodge a complain... What are the proofs required to make the complain?
