Auto rickshaw deny to travel

The auto rickshaws at malad goregaon stations (west) deny taking a fare most of the times. They either rush away with half or full meter down. If not the case they deny a fare. About 80% of the crowd travels to in orbit, hyper city, mind space and Toyota. We need to spend at least 15 -20 mins to get a rickshaw. because of this trouble ppl have started sharing the autos and the rickshaw drivers object to that. I have complained at the local police station and also the RTO but to no heed. At times we have seen the traffic hawaldars around but they are busy eating or talking amongst themselves.
