Charging excess fair due to meter tampering

Today morning, (11.10.08) I took a autoriksha from link road, mulund to datar colony, bhandup east. Every saturday, I travel there by auto where the normal fares comes to around 28 to 30 bucks. However, today I was shocked to read the fare as Rs.40/- from a autoriksha (no. MH03AK2157) which was a clear case of meter tampering. I gave the driver Rs.50/- and asked to take only Rs.30/- and give me back Rs.20. But despite fighting with him for this, he refuse to give me Rs.20 back and gave me only Rs.10 back.

I want to take a sever action against this riskhadriver as he must be charging such unfair prices from so many passengers on daily basis.
