Auto Rikshaw complaint- Fast Meter Reading

Daily I'm travelling from Panchganga To Yashodhan Nagar by auto rikshaw. The way is through Kolbad. As usual today I took a Auto from Panchganga.upto kolbad (PRatap Talkiwes) meter should be 1.10 but it was showing 1.30. I asked about this to driver. I told him that your meter is fast. The driver says " Khitkit mat karo, agar Baithana hai to baito mahi to dusaa auto pakado. Mera Meter sahi hai. Main roj auto chalata hau aur abhitak kisine complaint nahi kiya." He asked me to pay Rs.13/- I say I'll pay only Rs.11/- He started Quarreling with me. After that I jast paid him Rs.11/- & take another Auto to reach my office. The Auto Mumber is MH-04-CW-2367 (Owner is Mr. Bhosale (Hawaldar)... as per driver's information)

Can anyone take action against these type of Auto Rikshaw.
