I have recieved following letter from shell petrolium please let me know how much true is this.

Dear Winner, i have also recieved the certificate of award. and being asked to pay a sum of Rs. 36000.00 as Certification, Endorsement and Attestation Charges to Financial Services Authority, to get Fund Release Order [F R O]. As it is one of the Mandatory document which must be provided to the Access Bank, to release the Fund.
