Amount debit worngly

I have an salary account and have visa gold card in AxisBank. In salary a/c of visa gold card there is no deduction of transactions, balance enquiry and many more. I withdrawed Rs. 1500/- from CANARA BANK, my a/c got deduct of Rs. 1500/- but i did not recieve cash from ATM machine and i got massage from ATM machine "Transaction Declined" & "Unable to Process".

What can I do?
