Account opening Issue

Hello, I wanted to open saving Trading account in Axis and I have registered through online link provided on Axis bank website.

One of their represenatative called me up and get all my documents and cheque (also cash for some formalities). He told me that my account will be open within 3 weeks. Its almost 1.5 months now and still there is no response from bank. I have asked in Axis customer care by mail and they told me that my form is never submitted there. I called up the representative and he claim that he already submitted the form, and now I am not getting any reply from Customer care for this matter. What should I do now? Can I make any big complain about it anywhere?
