Refused Home Loan without giving any cause and did not refund cheque

I applied for home loan (20/11) to Axis Bank, they did not approved the loan without giving any cause, I got the deny letter on 10/01. they also cleared a cheque on 05/12 cheque no 13233, amount Rs750.00 of UBI.Asansol. When i requested to refun the amount they misbehaved, abused and denied to have any conversation.

The matter must be looked upon and necessary steps should be taken
