Not accepting add prof for change in address

I am customer of Your Bank, Branch: Kranti Chowk, Aurangabad. M.S. Request form for change in address given to the branch with Certificate of office with seal but they refuse to accept it & demand Light Bill or Phone bill as a Address proff, though they are accepting Certificate of office with seal for opening of account for same office.
