Refusal to accept voter ID card as proof of Residence

I am having a saving account with Axix Bank, Tollygunge Branch at Kolkata. I have shifted my residence from Kolkata To Kalyani and accordingly applied for change address with residence proof of my Voter ID card. But as i am not getting any conformation /comminication from Axix Bank then one day approched them. They said that they do not accept Voter ID as valid proof and therfore they have rejected my application. I told to inform me the same in writting which they didnot do. My Question how come they can can question the validity of a document which is proof of my citizenship in this country and has been issued by Election commission of India.
