Requesting Bribe

I wanted a certificate from Bangalore University that I had completed my Graduation studies in English. This certificate does't require any authorization that I had studied there or pointing my study period/ degree info. When approached the university, they had asked me to contact a 3rd party who can do this. They need Rs. 10, 000.00 to complete this work and after negotiation came down to Rs. 6, 000.00. When asked, they say 2, 000.00 is for the certificate and 4, 000.00 for the person who does this.
