Not paying commission charges

We were assigned by bank of baroda (ahmednagar branch Maharashtra) to recover overdues from defaulting borrowers. bank had agreed to pay us commission even though the recovery was come from settlement or by sale of secured assets.when we followed the defaulting borrowers, the borrowers negotiated with bank and settled the account. now bank manager, recovery officer and regional manager are taking the personal credit for recovery and are refusing to pay our commission as agreed. Even the bank CMD is not taking any action agenst them please tellus the orgnisation or the department who can give us justic
