Ill legal charges deduction from account

Sir, I was opened a S.B.A/c in bank of baroda chowk branch. it was opened under a special "graahak mela" scheme where no min. balance was required and without cheque book & atm fecility. the account was opened with 100/- Rs. first time their computer deducted quarterly i.c. charges Rs. 113/- and same day it refunded the amount thus it is prooven that no i.c. charges will be applicable. but after 1st return its computer deducted quarterly i.c. charges Rs. 113/- and not refunded. so that my account balance of 778/- was deducted ill ligally. i have try more to contact and get help of superior authority of bank. but they replied negativelly .without checking my account opening form where i opened my account with 100/- Rs. while general S.B. account opening balance is min. 500/- without atm/cheque book and Rs. 1000/- with atm/Chequebook.
