Non delivery of rakhies via speed post even after a week

I had sent two speed posts to Delhi to my brothers with rakhies on 29th July, a week before the festival. But both the brothers have not received them yet though I was promised that it will reach within two days. When I tried to track them on the post-office site, the number is not fetching any information either. They have given a site where we can go and register the complain but the site does not work. The contact telephone number on the tracking site is also not being attended by anybody. The post master of the post office through which I had sent the speed posts is saying they have forwarded the same. It is a pathetic situation.
