Non delivery of priority circle Documents and non refund of the amount charged for the same

Credit card no 4339481309249841:regarding member ship of Priority Circle. I had requested to cancel the membership since I did not need it and though it was promosed that it will be free but I was chaeged for it through the Credit card. Ipaid certain amount demanded through an SMS since I didnot get the statement of Account till today and to prevent defaulting I paid the amount without knowing that it is towards the priority Circle. I had approached the Priotity Circle Cutomer Care requesting to cancel it but I was told that once I receive the Documents I may go theough it and cancel it. However till today I have not received any documents. I am told that since it has been delivered to Mr Khan so it has been delivered to me (Dr Dod). Strange are the ways of the Barclay bank. It is not understood as to how a courier agency can deliver to some one other than the addressee/Consignnee and the Barclay bank staff presumes that it has been delivered to me.
