Wrong Commitment and fraud

I had a CC with this bank and at the time of issuance, I was promised, there was no joining, annual or foreign exchange charges on transaction.
I used it once in 2007 and I was charges the foreign exchange charges. I complained to the customer care department, by phone and was told it would be reversed. I kept following up with them and was always promised, that it would be reversed.
In April I was told that this would not be reversed and I have no choice but to pay.
They have even gone and filed a complaint against me in CIBIL.
I would like to know how I can resolve this issue and I want to take strict action against such unprofessional and fraudulent people.
