NO Statement-fined late fee

I Am holding a Barclays credit card from last 7 months. Every month i didn't use to recieve any statement and just got SMS of my bill amount, yet i paid the amount on time without even checking the statement

this time the same thing happened and i havent received any statement just recieved and SMS. After the due date i got the SMS to pay the Minimum amount and i paid the minimum amount. Again, i got the new SMs on my new bill but this includes a fine of rupees 500. Besides paying the minimum amount i have fined 500. i m not going to pay this fine aas it wasn't my fault

Also, the fine was suppose to be 300/- and they say its a revised fine as per new laws which they are in process of updating customers. well, is this a way to update the customer... by fining first and then will update you by later?
