Payment demand and work not as per contract

I have booked one flat in BDI sunshine city bhiwadi in Mid 2006 and builder is in habit of asking payments without completing work on site as per contract terms.

below are the brief concerns

As per schedule mentioned in the contract, Next installment due is on Completion of Flooring work Within Apartment (107280 INR)

Just to see the progress at the site of construction, we had a visit on 7th May. My present issues/concerns are listed as below:

1. Flooring work within My apartment (410 SAPPHIRE-1) has not been completed, attached photographs taken along with the newspaper as a evidence. Flooring work within toilets has not even started. Laminated Wooden flooring still to be done in master Bed room as a part of contract terms.

2. As a part of singed contract terms Power coated aluminum doors and windows to be provided by the builder and same was showcased in your sample flat (Attached one of the photographs DSC01984.jpg for your reference, also note that the quality of the Wood presently being used at construction site is of very lower quality and workmanship is also not acceptable at any cost. Please take this as a prior feedback from my side because I will not be accepting any product /services which is against the contract terms at the time of possession.

3. As committed at the time of booking, the possession of the said flat was supposed to be handed over within 24 Months, but work is still under progress.

Builder is using down graded material and had failed to handover the possesion, there is no penalty clause in contract from builder side
