Claim for refund

I have opted for a broadband connection from the company in december . following my request for commection on 28/012/08, the company exceutive visited my place on 31/12/08 and collected the amount of Rs. 4500 for the connection by cheque and issued a invoice saying that the connection will be given in 15 days. after the completion of the stated perion also the connection ws not provided. failing the repeated commitments made the company on the complaint calls, the connection request was cancelled by me on 24/01/09. till date i have not received the amount paid for the connection. despite repeated calls and mails they do not take any action.

please help me out!!!
