Copies of News paper not delivered

Sir,

I Mr Subhash Soni has subscribed for six months copy of Times Of india Newspapper along with Mumbai mirror I gave the cheque of Rs 450/- which got cleared on 3rd November and till today i have not recieved a single copy of news paper i called up hundreds of times and these people keep on sayin me that i ll recieve it very soon but its all in vain, these people have cheated me and i am now planning to lodge a complaint in consumer court can anyone help me what can be done in that case.
