Demanding to pay exess bill amount

Iam Janardhan, residing at RR Lyt, Nagadevanahalli, Bangalore-560056 since 20 days. Earlier i was constructing this house and was drawing power from temporary connection of 1KW by paying security deposit of Rs.2400/-. Since one year I was paying electricity bill of Rs.630/- regularly and sincerly. After availing service to my new house i didn't receive energy bills for the period of three months. Also i want to adjust the security deposit to my regular meter bill. For that reason i visited BESCOM in Kengeri and enquired, i was shocked listned to that i need to pay Rs. 5400/- as fine amount, then only the security deposit will be adjusted. I was using 0.5HP motor for pumping water twice a day for the period of 20-25 minutes. I never used the power above 1KW at any time. But BESCOM is telling that they can't do anything and i need to pay that money. please help me.
